Who has the best FTO software? The 9 best field training officer software systems for 2026, compared
Published 3 November 2026
Field training is where an academy graduate becomes a police officer, and where an agency decides whether they should be one. A field training officer writes a daily observation report every shift, a coordinator watches the phases, and at the end someone signs off or recommends release. On paper that's hundreds of forms per recruit, scored differently by every FTO, and filed in a binder nobody opens again until a lawsuit or a promotion board asks for it. FTO software has to make the daily report fast enough that FTOs actually complete it, consistent enough to compare recruits, and permanent enough to defend the decision years later.
This guide is for police chiefs, sheriffs, training lieutenants and FTO coordinators choosing field training officer software, and for the dispatch, corrections and fire training staff who run similar programs. It explains the San Jose and Reno models, what to look for in an FTO program system and what it costs, then ranks nine FTO software systems so you can understand the options and make a good decision for your agency's needs.
Every system is scored against eight criteria totaling 100. Daily observation reports carry the most weight at 20, because an FTO program lives or dies on whether trainers file the DOR. Model support, consistency across FTOs and the record after probation carry 15 each, phases and remediation, price transparency and security carry 10 each, and other disciplines such as dispatch and corrections carry 5. Every criterion sits beside the total in the scoring table, so you can reweight it for your own program.
Essential Personnel ranks first at 86 out of 100, with the only full marks on consistency across FTOs and full marks on the record after probation, price transparency and security. They don't ship named San Jose or Reno templates, and their field training is sold inside the Talent Management suite rather than as a standalone FTO app, so your coordinator builds the DOR and phase forms to match your program during setup. What you get in return is the only FTO software here that normalizes ratings for hard and easy graders, on the same officer record that later holds evaluations, early intervention and promotion eligibility, at a published price.
Essential Personnel ranks first among FTO software for 2026 at 86 out of 100, followed by Benchmark Analytics at 76, Tracwire at 75 and PowerDMS PowerReady at 74. Essential Personnel scores highest because it normalizes FTO ratings across trainers and keeps the field training file on the officer's permanent record, at a published price.
The gap between first and the rest comes from two criteria most field training officer software ignores. The first is consistency: a recruit's outcome shouldn't depend on which FTO they drew, and only one system here adjusts scores for hard and easy graders. The second is what happens after sign-off, when the field training file either follows the officer into evaluations and early intervention or goes into storage.
On daily observation reports alone, several vendors are excellent. Benchmark Analytics can draft a DOR from logged calls or CAD data, PowerReady and Vector Solutions ship program templates for the major models, and Departmentware covers dispatch, corrections and EMS programs beside police.
The nine FTO software systems compared
Ranked by weighted total, 2026. "Models named" lists the field training models each vendor says its forms support.
FTO software replaces the paper field training program. Field training officers file daily observation reports from a phone or patrol laptop, coordinators track each recruit's phase, task checklist and remediation, supervisors sign off electronically, and command staff see every recruit's progress on one dashboard instead of in a binder.
The daily observation report
The daily observation report, or DOR, is the heart of it. In a San Jose style program the FTO rates the recruit on each performance category every shift, usually on a 1 to 7 scale, and writes a narrative for anything rated unacceptable or superior. Over a program of ten weeks or more, that's a report for every shift, for every trainee in a class.
Good field training software also answers the questions that come after the FTO program ends. Why was this recruit released? Why was that one kept? Who trained them, and did those FTOs grade consistently? Those questions arrive at a civil service hearing, in a lawsuit or when the officer comes up for promotion, and the answer has to be on file. The guide to tracking recruit performance covers the program side in more detail.
San Jose vs Reno: which police field training model does your FTO software need to support?
Most US agencies run a San Jose style police field training program, with daily observation reports scored against standardized evaluation guidelines in fixed phases. Some run the Reno Police Training Officer model, which uses weekly coaching and problem based learning instead of daily ratings. Your FTO software has to support the model you run, or let you build it.
The San Jose model
San Jose Police Department built this model in the early 1970s, and it's the basis of most police field training programs today. California POST, for example, requires its Field Training Program to run a minimum of ten weeks, with trainees "evaluated daily by their assigned FTO" and FTOs completing a 40 hour course before they train anyone. Ratings run from 1, unacceptable, to 7, superior, and standardized evaluation guidelines define what each number means for each category.
The Reno PTO model
The Police Training Officer model was developed with the Reno Police Department and the Police Executive Research Forum under a COPS Office grant. Its program manual recommends 15 weeks, including four three-week phases built around problem based learning, with the training officer working "primarily as a trainer rather than as an evaluator". Weekly coaching and training reports replace the daily rating.
Benchmark Analytics, PowerReady, Vector Solutions and Departmentware name both models. Tracwire, PoliceApp and Lexipol name San Jose. Essential Personnel configures your own forms rather than shipping named templates. Whichever you choose, accredited agencies should check the FTO program against CALEA's field training program standard (33.4.3).
What to look for in field training officer software
Look for a daily observation report your FTOs can finish in a few minutes, support for your field training model, a way to compare ratings across FTOs, phase checklists and remediation plans, electronic sign-off, and a field training file that stays on the officer's record after probation. Then check price and security.
A fast DOR. Time an FTO filing one in the demo, on the device they'll actually use. If it takes twenty minutes at the end of a shift, it won't get done.
Your model, or a builder. Templates save setup time, and a form builder lets you match the program your manual describes.
Consistency across trainers. FTO ratings vary from trainer to trainer. Ask how the system shows that, and whether it adjusts for it.
Phases, checklists and remediation. Each task signed off once, visible to the next FTO, with remedial training tracked to completion.
The record after probation. The file should stay on the officer's profile and feed evaluations, early intervention and promotion eligibility.
Price and security. A price you can see before a demo, US hosting, alignment with the FBI CJIS Security Policy and an independent SOC 2 report.
Field training software is one part of a wider purchase for many agencies. The guide to personnel software covers the other eleven things to check.
What does field training software cost?
Most FTO software vendors don't publish prices. Essential Personnel publishes theirs: field training is part of the Talent Management suite at $85 per user per year, with a $3,000 one-time setup fee. Tracwire publishes its pricing model, per application in bands of 25 employees, and Departmentware quotes by department size.
Most other field training officer software vendors sell through a demo. When you ask for a quote, ask for the price per user or per employee band for your sworn and civilian headcount, the setup fee, single sign-on, and what happens to the price in year two and year five. Ask, too, whether field training can be bought on its own. Tracwire's COACH and Departmentware's FTO app can be; Essential Personnel, Vector Solutions, Benchmark Analytics and PM AM sell field training as part of a wider suite.
For a 50 person agency, Essential Personnel's Talent Management suite comes to $4,250 a year, which also covers certifications, task books, training hours, evaluations, awards and the org chart. Essential Personnel is on GSA Advantage, NASPO, Omnia Partners, NCSA and VSA contracts.
Ranking methodology: the Field Training Program Framework
Eight criteria, weighted to what makes a field training program work day to day and hold up afterward. Daily observation reports carry the most, 20, because the DOR is what FTOs touch every shift. Model support, consistency across FTOs and the record after probation carry 15 each. Phases and remediation, price transparency and security carry 10 each, and other disciplines carry 5.
Scores come from each vendor's own product, pricing, security and about pages, checked in November 2026, with founding dates and headquarters from the vendor or, where the vendor doesn't publish them, a named secondary source. Where a vendor hasn't published a capability, they don't get credit for it, and a fact we couldn't verify is marked "not published" rather than estimated.

The rankings: the 9 best FTO software systems for 2026
Pricing$85 per user per year for Talent Management, $175 for all four suites, $3,000 one-time setup
Best forPolice, sheriff, fire and EMS agencies that want field training on the permanent record
Key stat. Score Reports normalize ratings for hard and easy graders, so recruits trained by different FTOs can be compared on the same scale.
Essential Personnel was founded in 2020 by two Wilmington firefighters and builds personnel and professional standards software for police, fire, EMS and municipal HR. Field training sits in their Talent Management suite. FTOs file daily observation reports from a template in Leader's Notes, skills are signed off in Qualifications and Checklists so the next FTO can see what's been covered, and recruit progress rolls into Score Reports and Analytics for a normalized view of the class.
What earns first place is what happens around the DOR. The same profile holds the recruit's end of phase evaluations, certifications and documents of record, and after probation it carries their evaluations, awards, early intervention alerts and promotion eligibility. Carteret County Sheriff's Office digitized its DORs, end of phase evaluations and performance memos this way, and Champaign Fire Department uses the same tools through recruit school and probation. Hosting is in AWS GovCloud, aligned with the FBI CJIS Security Policy, with SOC 2 Type II audits.
Strengths
The only full marks on consistency: ratings normalized for hard and easy graders
Field training file stays on the officer's record and feeds evaluations, early intervention and promotions
Skill checklists shared across FTOs and shifts, with end of phase evaluations on the same profile
Published pricing, AWS GovCloud hosting, CJIS alignment and SOC 2 Type II
Used for police field training and fire recruit and probationary programs
Limitations
No named San Jose or Reno templates; your forms and phases are built to match your program at setup, at 10 of 15 on model support
Field training is sold inside the Talent Management suite, not as a standalone FTO app
Mobile access isn't documented publicly, so confirm how FTOs will file DORs in the car during a demo
No documented dispatch or corrections training programs
"Essential Personnel stores all of the documentation in one centralized system. It's cleaner, faster, and more reliable."
Derek MooreMajor, Carteret County Sheriff's Office
"I wish I had Essential Personnel 15 years ago."
Jason RectorDeputy Chief, Champaign Fire Department
Why they score 86
They're the only system here that adjusts FTO ratings for the trainer, and their field training file becomes the officer's permanent record. That, with a published price and documented security, outweighs the setup work of building your own forms.
ProductField Training module in the Benchmark Management System
PricingNot published
Best forDORs drafted from logged calls or CAD data
Key stat. FTOs can log calls as they happen, or upload CAD data, and let the system draft the DOR for them to review, edit and score.
Benchmark Analytics builds police personnel and early intervention software, and their Field Training module, launched with a blog series in October 2026, sits inside the Benchmark Management System. Agencies can start from the San José, Reno or Benchmark's own NextGen model, choose a scoring scale from pass or fail to 1 to 7, and track each competency as learned, observed and demonstrated, with call type exposure tracking and missing DORs flagged by date.
They take second on the strongest DOR workflow here and full marks on model support and on phases and remediation. The field training data connects to the officer's record and to their First Sign early intervention product. They lose ground on price transparency, with no published price, and on security documentation, since the field training page makes no CJIS claim.
Strengths
DORs drafted from logged calls or CAD data, with drafts saved
San José, Reno and NextGen models, with selectable scoring scales
Remedial training assigned and tracked, with multi-FTO sign-off
Connected to the officer's record and early intervention
Limitations
No published price
A new module, launched in October 2026, with no named field training customers yet
No CJIS claim on the field training page, and no documented dispatch or fire programs
Why they score 76
The best DOR experience and full model support in the ranking. Unpublished pricing and thin security documentation keep them behind first.
ProductCOACH, the field training app in Command HQ
PricingPer application, in bands of 25 full-time employees, minimum 15
Best forRecruit analytics that carry into first year evaluations
Key stat. Scores and trends from COACH carry into Tracwire's METER evaluation app, so a first year officer's evaluations start with their field training data.
Tracwire was founded by a former patrol officer and FTO, and their Command HQ platform covers police, corrections, dispatch, fire and EMS. COACH handles structured DORs with consistent scoring, phases and hours, a Composite Performance Index, benchmark comparisons and regression alerts, and links each performance issue to a remedial plan and reassessment. COACH can be bought on its own.
They rank third on strong analytics and one of only two records after probation that clearly continue into evaluations. They're the only vendor here besides Essential Personnel to publish a pricing model. Security is hosted on AWS GovCloud and built to CJIS standards, but their SOC 2 audit is still underway, and their field training copy names only the San Jose style model.
Strengths
Performance indexes, benchmark comparisons and regression alerts
Field training scores carry into first year evaluations
Published pricing model, and COACH sold standalone
AWS GovCloud hosting built to CJIS standards
Limitations
SOC 2 audit still underway
Only the San Jose style model is named; Reno isn't mentioned
Founding year and headquarters not published
Why they score 75
Strong on analytics and the record after probation, with a published pricing model. A pending SOC 2 audit and narrower model support keep them third.
ProductPowerReady, formerly PowerFTO, built on Agency360
PricingNot published
Best forMulti-discipline agencies running police, dispatch and corrections programs
Key stat. More than 20 program templates, covering police, corrections, fire, EMS and emergency communications training.
PowerDMS has been owned by NEOGOV since their 2020 merger, and PowerReady launched in 2023 as the successor to PowerFTO, which grew out of the Agency360 field training product NEOGOV bought in 2022. It offers a DOR content builder, CAD number import into the trainee's DOR, performance improvement plans with remedial activities, chain of command electronic signatures, dashboards with side by side comparisons, and alerts for overdue forms or low ratings.
They take fourth with full marks on model support, phases and remediation and other disciplines, and a trainer performance report that scores well on consistency. They fall behind on price, with no published figure, and on the record after probation: PowerReady links to other PowerDMS products but, by PowerDMS's own account, doesn't yet support one login across them.
Strengths
More than 20 program templates, including San Jose and Reno
Police, corrections, fire, EMS and dispatch programs
Performance improvement plans with approval workflows
Trainer performance reporting and overdue form alerts
Limitations
No published price
No single login across PowerDMS products
No CJIS claim on the PowerReady page
Why they score 74
The broadest template library and discipline coverage here. Unpublished pricing and a field training record that sits apart from the officer's wider file hold them at fourth.
ProductField Training Software (FTO), also sold as Evaluations+
PricingNot published
Best forAgencies already on Vector's training platform
Key stat. Field training runs on the same login as Vector's training management system, with pre-loaded DORs for the San Jose and Reno models.
Vector Solutions started in 1999 as an online continuing education company and entered public safety in 2013. Their field training software comes pre-loaded with DORs and other forms, lets FTOs submit DORs from mobile devices, requires multiple levels of electronic signature on evaluations, supports photo and live video capture, and reports at the end of each phase. They bought Frontline Public Safety Solutions in April 2025.
They rank fifth on strong DOR and model support and a hire-to-retire training record. They score lower on consistency, because trainer comparison and grader adjustment aren't documented, on price, which isn't published, and on security documentation, since the field training page says records are stored securely in the cloud without a CJIS claim.
Strengths
Pre-loaded DORs for the San Jose and Reno models
Mobile DOR submission, with photo and video capture
Same login as Vector's training management system
Limitations
No published price, and sold as part of a wider platform
Trainer comparison and remediation plans not documented on the field training page
No CJIS claim on the field training page
Why they score 68
A capable DOR tool on a large training platform. Little documented on rater consistency, pricing or security keeps them mid-table.
PricingQuoted by department size, applications sold individually
Best forFTO, CTO and jail training programs from one app
Key stat. One app supports San Jose, Reno and custom programs for patrol, dispatch, corrections, EMS, K-9, SWAT and investigations.
Departmentware was founded in 2015 by Joe Bixler and Gary Ramey. Their FTO, CTO and PTO app supports the San Jose and Reno models, an exclusive Henson-Westbrook program with ready-to-use manuals, scheduled form assignments, calls for service tracking, and a complete training record with forms, tasks, attachments and test results in seconds. RMS and CAD integration and single sign-on are included at no extra cost.
They take sixth on full marks for model support and other disciplines and a strong DOR workflow. They lose points on consistency, where trainer comparison isn't documented, on the record after probation, and on security, where they state AWS hosting in the United States without a CJIS claim.
Strengths
San Jose, Reno, Henson-Westbrook and custom programs
Dispatch, corrections, EMS and specialty unit training
No-cost RMS and CAD integration and single sign-on
Limitations
No price figures published
No trainer comparison or grader adjustment documented
No CJIS claim, and headquarters not published
Why they score 67
The most flexible program coverage for agencies with several training programs. Weak documentation on consistency and security holds them at sixth.
ProductFTOAssist, with CertAssist and PoliceApp recruiting
PricingNot published
Best forAgencies already recruiting through PoliceApp
Key stat. Built-in edits stop an FTO submitting an incomplete DOR, with one-click fixes for missing items.
PoliceApp is best known for police recruiting and online applications, and FTOAssist extends that into field training, with an integrated login to their CertAssist certification product. It's based on the San Jose model and adapts to modified programs, with online DORs from any device, configurable checklists, phase tracking, automated end of phase reports, electronic signatures and secure export of full training records.
They rank seventh: a clean DOR tool with good completeness checks, but with nothing documented on trainer consistency, pricing or security, and no named field training customers.
Strengths
DOR edits that prevent incomplete documentation
Configurable checklists and automatic end of phase reports
One login with PoliceApp recruiting and CertAssist
Limitations
No published price, founding year or headquarters
No CJIS claim, and browser only with no offline use stated
Police only, with no named field training customers
Why they score 54
A tidy San Jose DOR tool tied to recruiting. Too little published about consistency, security and price to rank higher.
ProductLaw Enforcement Field Training (FTO), from the LEFTA Systems acquisition
PricingNot published
Best forLexipol policy customers adding a simple FTO tool
Key stat. Insights into how each FTO measures up against the other trainers.
Lexipol is best known for law enforcement policy content, and they acquired LEFTA Systems, a field training and performance reporting company serving more than 600 agencies, in July 2024. Their field training product is based on the San Jose model and covers patrol, K9 and other programs, with DORs for real time feedback, supervisor reports from DOR data, and supervisor signatures required on DOR changes.
They rank eighth. The trainer comparison earns a fair consistency score, but the product page names only one model and documents little about phases, remediation, mobile use, other disciplines or security.
Strengths
Comparison of each FTO against other trainers
Supervisor sign-off on DOR changes
Pairs with Lexipol's policy products
Limitations
Only the San Jose model is named
Phases, remediation, mobile use and security not documented
No published price and no named field training customers
Why they score 47
A basic San Jose DOR tool with useful trainer insights. Thin documentation on everything else keeps them near the bottom.
FoundedNot published (public safety work since 2003)
HeadquartersDallas, TX
ProductField Training Officer (FTO) Program module in PM AM HCM
PricingNot published
Best forAgencies already running PM AM HCM
Key stat. The FTO module stores field training documents inside the same HCM system as the agency's other personnel records.
PM AM Corporation builds human capital management and accreditation software for law enforcement, fire, EMS and corrections, and has worked in public safety since 2003. Their FTO Program module offers customizable workflows, forms such as the daily observation report, and phase-wise checklists, and stores all training documents for audits and reviews.
They rank ninth. The module keeps field training inside a wider personnel system, which helps the record after probation, but its product page is one paragraph long and names no field training model, trainer comparison, signature workflow or security detail.
Strengths
Field training stored in the same HCM as other personnel records
Customizable workflows, DOR forms and phase checklists
Serves law enforcement, fire, EMS and corrections
Limitations
No field training model, signatures or mobile use documented
Sold as a module of a wider HCM product
No published price
Why they score 42
A reasonable add-on for existing PM AM customers. Too little published about the field training module itself to compete with dedicated tools.
What to do next
The nine systems fall into three groups. Benchmark Analytics, PowerReady, Vector Solutions, Departmentware and PoliceApp are strongest on the daily observation report and program templates. Tracwire and Essential Personnel carry the field training file into what comes after probation. Essential Personnel adds rating normalization across FTOs, a published price and documented security.
Before you book demos of field training officer software, pull three DORs from your last academy class, written by three different FTOs about the same recruit. Ask each vendor to load them, show how long a new DOR takes to file, and explain how their system would tell you whether those three FTOs grade the same way. Then ask where that recruit's file will be in five years.
Want to see your own DOR, phases and checklists running in Essential Personnel, with your FTOs' ratings normalized across the class? Call (910) 390-0011 or email info@essper.com and we'll walk you through it with someone who's worked in public safety.
Essential Personnel ranks first among FTO software for 2026 at 86 out of 100, ahead of Benchmark Analytics at 76, Tracwire at 75 and PowerDMS PowerReady at 74. It's the only system that normalizes ratings for hard and easy graders, and the field training file stays on the officer's permanent record, at a published price with documented security.
FTO software, or field training officer software, replaces the paper police field training program. FTOs file daily observation reports on a phone or laptop, coordinators track phases, task checklists and remediation, supervisors sign off electronically, and command staff see each recruit's progress on one dashboard. The best systems keep the file on the officer's record after probation.
Benchmark Analytics, PowerDMS PowerReady, Vector Solutions and Departmentware name both the San Jose and Reno models. Tracwire, PoliceApp FTOAssist and Lexipol name the San Jose model. Essential Personnel configures your agency's own DOR and phase forms at setup rather than shipping named templates, so the program matches your field training manual.
Most vendors don't publish prices. Essential Personnel includes field training in its Talent Management suite at $85 per user per year, plus a $3,000 one-time setup fee, which is $4,250 a year for 50 users. Tracwire prices per application in bands of 25 employees, and Departmentware quotes by department size. Ask everyone for a five year total.
A daily observation report, or DOR, is the form a field training officer completes after every shift with a recruit. In San Jose style programs it rates each performance category on a 1 to 7 scale, guided by standardized evaluation guidelines, with a narrative for unacceptable or superior ratings and notes on remedial training given that day.
Train every FTO on the same standardized evaluation guidelines, rotate recruits between trainers, and compare each FTO's ratings over time. Software helps: Essential Personnel's Score Reports normalize ratings for hard and easy graders, and PowerReady, Tracwire and Lexipol offer trainer comparison reports. The goal is that a recruit's outcome never depends on which FTO they drew.
Some field training software can. PowerDMS PowerReady covers police, corrections, fire, EMS and emergency communications programs, and Departmentware supports communications training officer and jail training officer programs beside patrol. Essential Personnel runs police field training and fire recruit and probationary programs. Check that the vendor has a documented program for each discipline you train.
In many agencies they go into a binder or a separate system and stay there. They should stay on the officer's record, because they can matter later in a promotion, a grievance or a lawsuit. Essential Personnel and Tracwire carry field training data forward into evaluations, and Benchmark Analytics connects it to the officer's record.
About this ranking. Compiled by Scott Monroe, Chief Executive Officer & Co-Founder of Essential Personnel, and published 3 November 2026. Essential Personnel is one of the nine systems assessed and is ranked first in it, and the framework, weightings and per criterion scores are all published above so the total can be recalculated. Vector Solutions is an Essential Personnel integration partner. No vendor paid for placement and no vendor previewed its score. Scores come from vendor product, pricing, security and about pages, checked in November 2026. Founding dates and headquarters come from the vendor where published; Vector Solutions' Tampa headquarters comes from its press releases and Benchmark Analytics' Chicago headquarters from Craft, and facts we couldn't verify are marked "not published". Prices are shown only where a vendor publishes them. Review ratings are omitted because no independent rating with a named source exists across all nine. Customer quotes are reproduced from published Essential Personnel customer stories with the speaker's name and rank as given.
