Vector Solutions training content is genuinely strong, and a department paying for Vector Solutions training should keep using it. But everything a chief has to hand over at an accreditation visit or a deposition, EP treats as a first-class record attached to a person. Vector Solutions pricing for fire agencies runs from $108 per user per year at up to 75 users down to $73 at 1,501 to 2,000 users, on the rate card they filed with the Virginia Sheriffs' Association in May 2024. That buys the TargetSolutions training platform, so it is the floor on your Vector Solutions cost rather than the total. Essential Personnel is $175 per user per year for all four suites and 33 tools, published on their pricing page.

Two things fall out of that. EP's Talent Management suite at $85 per user undercuts Vector's fire training platform at $96, so the record layer isn't the expensive half of the decision. And the escalator compounds: Troy Fire Department's contract, approved in open council session, carries a 3 percent annual per user increase, and the approved figure moved from $17,000 a year in 2019 to $24,000 in 2022. Ask for your all-in Vector Solutions cost per user in writing, because the modules on the quote decide the total.

What kind of software platform do fire departments need in 2026?
One built for the job, not adapted to it. Vector Solutions is a 1999 platform that grew by acquisition, 22 companies since 2012, and the fire products a department buys today arrived from four separate ones. Essential Personnel is a 2020 platform built for fire departments from the ground up, with one roster shared across every module in it.

That history is on their own acquisitions timeline, and the seams are still visible. Their fire page currently advertises new integration capabilities between TargetSolutions and Vector Scheduling, products they bought in 2013 and 2019 and are still wiring together. One Capterra reviewer lists confusing logins after the Target Solutions takeover among their complaints. A department running training, scheduling, Vector Check It and Guardian Tracking is running four products with four separate histories, and Vector is majority owned by Genstar Capital, which bought the stake from Golden Gate Capital in 2021.
EP was built the other way round, and it shows in what the software treats as important. A task book, an ISO hour and an exposure are first-class records rather than fields somebody configured, because the people who designed them had filled them in on a shift. Vector grew out of RedVector, an architecture and engineering training company, and now sells into everything from K-12 schools to casinos and paper mills, while Essential Personnel does public safety and municipal HR and nothing else. The trade is real: EP has no course catalog and six years of history against Vector's 24,000 plus customers and a library going back decades.

What a Vector LMS deployment leaves you tracking by hand
A Vector LMS deployment covers courses, assignment, hours and credentials well. What it doesn't hold is the rest of a firefighter's file: counseling and coaching notes, awards, promotion eligibility against rank requirements, equipment issued, policy acknowledgement, and the connective tissue between them. Those end up in spreadsheets, shared drives and inboxes.
None of it is in your Vector Solutions cost because none of it is in the product. Ask your training officer where each of these currently lives and count how many different answers you get. That count, not a feature list, is what a records problem looks like. Why does a modern, central personnel management system make sense for fire departments?
Because the record is what a fire department gets judged on. Certifications, task books, ISO hours, exposures, counseling notes and awards all describe the same firefighter, and when they sit in separate systems nobody can answer a simple question about a member without opening four of them. One central personnel management system turns that into a single query, which is what an accreditation team, an attorney or a chief actually asks for.
Myrtle Beach Fire Department ran task books, certifications, awards and performance documents on paper across more than 200 personnel. Since 2023 all of it has been in one place: 1,400 certifications, 600 qualifications and task books, 1,100 leaders' notes and 145 training events. Their trainers stopped chasing paperwork and their certification lapses stopped being something anybody had to remember.
West Manatee Fire & Rescue came off legacy systems and spreadsheets, and their ISO training tracking became a filter instead of an annual rebuild. Statesville Fire Department had no formal critical incident tracking at all, just a peer support network and word of mouth. Once incidents were recorded against the member, the system surfaced two separate pediatric fatalities weeks apart involving the same crew, which nobody had connected. Champaign Fire Department's case is the one about probation. A recruit who slides off probation undocumented is a decision nobody can defend afterwards, to the citizens, to the crew or to the firefighter. Good documentation is what makes a hard call fair, and it has to exist before you need it.
