Most agencies find the honest answer is no, because those records were bought at different times from different companies and they've never been on the same screen since.

How old Guardian Tracking is, and who owns it now
Guardian Tracking was built as an independent product in Indianapolis. It was bought by Envisage Technologies, the company behind Acadis, and arrived inside Vector Solutions when Vector acquired Envisage in 2021. Vector has changed hands repeatedly too: Providence Equity sold them to Golden Gate Capital, and in 2021 Genstar Capital took a majority stake. Three owners from the people who wrote it.
Vector isn't a public safety company. They sell compliance training and workforce software into K12 and higher education, engineering and construction, and industrial manufacturing, under brands including RedVector, TargetSolutions and SafeSchools. Guardian Tracking is one product line in that portfolio, so a police performance module competes for engineering time with school districts and manufacturers.
What that looks like from outside is a product that has stopped moving. Guardian Tracking carries 14 customer reviews on Capterra and the most recent was posted in December 2021, for software Vector says around 1,200 agencies run. The requests in those reviews are the same ones agencies make today: a mass approval route, clearer confidentiality settings, permissions that work for small groups.
Essential Personnel was founded in 2020 by two firefighters and builds only for public safety, so a police or fire agency is the whole customer base rather than one segment of five. Ask both vendors the same question at renewal: name the features that shipped in the last 12 months, and say which agency asked for them.

A police agency's software stack has three layers and only one of them changes. Model policy content and academy course material stay with whoever writes them. Read as police training management software alone, Vector covers most of those rows somewhere in their catalog, which is the point. Covering them across six products bought from five companies is a different thing from covering them on one record, and a chief who wants a single view of an officer is the one who pays the difference.
Guardian Tracking and Acadis pricing against EP pricing
Guardian Tracking is $1,200 per user per year, and it is only the professional standards piece. Acadis Readiness Suite, the certification platform sold beside it, runs from $107.70 per user per year at up to 75 users down to $48.00 at 1,501 to 2,000, on the option sheet Vector filed with the North Carolina Sheriffs' Association and the Virginia Sheriffs' Association in May 2024, with implementation quoted separately at $27,022. Essential Personnel is $175 per user per year for all four suites and 33 tools with a $3,000 one-time startup, published on their pricing page.

Two lines in that table are worth taking to a council meeting. The first is Guardian Tracking at $1,200 per user per year, which at 200 officers is $240,000 a year for the professional standards layer on its own, before a single training record moves. The second is the $27,022 implementation fee, nine times EP's $3,000 startup and quoted before any professional standards module is added.
Put together they are the whole argument. A 200 officer agency running Acadis and Guardian Tracking is at $284,902 in year one. The same agency on Essential Personnel is at $38,000 for all four suites and 33 tools, and EP's size-based discounts aren't published, so expect to pay less than $35,000 a year rather than more, in writing. Ask your rep for the Guardian Tracking per-user rate and the Acadis Readiness Suite renewal rate in the same email; the two arrive from different product teams.

What kind of software platform do police departments need in 2026?
One built for the job, not assembled from companies that were bought. Vector Solutions is a 1999 platform that grew by acquisition, 22 companies since 2012, and the six products a police agency buys today came from five separate ones, the newest acquired in March 2025. Essential Personnel is a 2020 platform built for public safety from the ground up, with one roster shared across every module in it.

That history is on their own acquisitions timeline, and the seams are still visible. Professional standards and early intervention reached the law enforcement lineup through Frontline in March 2025, so the module a chief would use to watch for patterns across an officer's record is newer to Vector than most of the records it would read. Guardian Tracking arrived separately in 2021 and is still sold as its own product. Vector is majority owned by Genstar Capital, which bought the stake from Golden Gate Capital in 2021, and one Capterra reviewer lists confusing logins after an earlier brand consolidation among their complaints.
EP was built the other way round, and it shows in what the software treats as important. A DOR, a use of force review and an early intervention threshold are first-class records rather than fields somebody configured, because the people who designed them had signed them. Vector grew out of RedVector, an architecture and engineering training company, and now sells into everything from K-12 schools to casinos and paper mills, while Essential Personnel does law enforcement, fire and EMS and municipal HR and nothing else. The trade is real: Acadis is FedRAMP authorized and carries state POST relationships EP has no equivalent to.

What Guardian Tracking leaves you tracking by hand
Guardian Tracking records incidents, wellness indicators and performance entries well, and it flags patterns. What it does not hold is the rest of an officer's file: field training and DORs, certification currency, promotion eligibility against rank requirements, commendations, and issued equipment. Those sit in other Vector products or in spreadsheets, and the early intervention system can only reason about what it can see.
That last point is the one that matters. An early intervention system watching performance entries alone is watching a fraction of the record, and the same is true of field training officer software that keeps DORs in their own silo. Ask your professional standards sergeant where each of these lives and count the answers. IACP and COPS Office guidance both assume one coherent personnel file.

Why does a modern, central personnel management system make sense for police departments?
Because a chief is accountable for the whole officer, not for one product's view of them. Certifications, field training, evaluations, commendations, corrective entries, use of force and issued equipment all describe the same person, and an early intervention system, a CALEA assessor or an attorney needs them read together. One central personnel management system makes that a single query.
Carteret County Sheriff's Office ran its field training program on handwritten forms, physical folders and manual approvals. Paperwork went missing and command staff had no view of a trainee's performance until late. Now an FTO checks off proficiency on whichever shift they saw it and it follows the recruit through the whole program, which is what lets a supervisor catch a problem early or give credit when it is due. The test of any FTO software is whether the form actually gets filled in, and theirs does.
Hendersonville Police Department moved incident reporting and case management into the same system as performance, so a case and the officer it concerns are no longer two separate lookups. Pinellas Park Police Department did the same for its awards program, which matters more than it sounds: commendations are the half of the record most agencies document worst, and an early intervention system that only ever sees corrective entries gives a distorted picture of an officer.
